Initial Comment:
Sometimes we need b2b to not overwrite To: header. In #3520528 i wrote solution Anca Vamanu without patch, but this solution don't work for reINVITEs, for example. Very hard to preserver To: header from opensips-script.

This patch adds "p" flag to preserve To: header.

Based on opensips trunk svn #9638.
