Summary: SIPMSGOPS - the new flag for sipmsg_validate

Initial Comment:
Sometimes, we don't need to check the Max-Forwards header.
Some of old UACs don't send this header and we can add it before sipmsg_validate with mf_process_maxfwd_header.

Here is the new flag - 'm' for skip max-forwards check.
