Summary: add timeout option for db_http module

Initial Comment:
This patch allows to set a timeout (in milliseconds) for db_http queries.
Timeout is set globally, as a module option:

modparam("db_http", "timeout", 5000)

Default timeout is set to 30 seconds.
This patch applies to 1.8 branch
