Summary: Alias DB should support Q values

Initial Comment:
Alias DB should support 'q' values inside the database for serial forking/routing. 

This would make it easier to do serial forking of a destination based on some type of order with the existing lookup functions.

Right now the alternative is to implement a whole separate type of lookup structure, which makes little sense with keeping with core opensips versions.
