Summary: Load balancer reload

Initial Comment:
Upon OpenSIPS restart, the load-balancer dialog profiles are not properly reloaded.

The LB module creates the profiles, so at startup, when the dialog module loads the dialogs from the DB, it doesn't find the profiles there.
When eventually, the LB creates the profiles, they will have 0 value.
