Initial Comment:
Documentation for the ratelimit module time_interval parameter states 'All amounts of messages have to be divided by this timer to get a messages per second value. '.

However in the latest (awesome) rework for the module internally multiplies the limit by the interval (at least for RED and TAILDROP), so to get the correct/expected behavior your limit should be set to the per-second limit that you are trying to achieve. This should be reflected in the documentation.
