[OpenSIPS-Devel] opensips patch for presence_xml: "xmlnodb"

Hi,

Enclosed is a minor patch for the presence_xml module. It makes change so
that when force_active is true, the pxml_db is not opened.
When force_active is true, the db is not needed and the code already avoids
touching the db. This patch adds the same functionality into the init code
(both mod init and child init). When force_active is True, the db_url
parameter can be left unspecified.

Please let me know if you need the patch in a different format.
