I'm trying to connect opensips to a postgresql database through pgpool, which defaults to port 9999.  It would be really helpful if I could set the port number in the config file.

Hello,

You can specify the port in the database URL module parameter. You can use
something like this in your configuration file:
postgres://username:password@host:port/database
