Summary: makefile & debian additions

Initial Comment:
    * Make top-level Makefile targets more orthogonal
    * Add top-level Makefile target to install just the app
    * Add support for variable OPENSIPS_RELEASE to override the RELEASE string
    * Restructure debian packaging to be for-loop based
    * Add variable to allow subset of debian packages to be built

This patch doesn't fix any bugs, just makes build system more flexible. In development, I use debian packaging to move binaries from build machine to test machine, and being able to build only a subset of debian packages really speeds things up.
