Initial Comment:
When using RLS and large number of buddies in buddy list, there should be a way to control the maximum size of the SIP NOTIFY message that is sent either by setting a max number of presentity per message or max size of the NOTIFY itself.

Our client is running on mobile phones and receiving a big NOTIFY message may overload the limited bandwidth.

Another isssue is that our SIP stack (pjsip) uses a maximum size that should be predefined in order to handle incoming NOTIFY messages. Increasing this value to high values may slow down our application.
