Initial Comment:
cpl is not generating a 100 trying provisional reply when building the transaction. It seems like sending a provisional response should be the default behavior. Currently, unless a stateless 100 reply is pushed from the script prior to calling cpl the UAC tends to be left wanting and waiting when cpl initiates a transaction.
