Summary: Separate expirations for PUBLISH and SUBSCRIBE

Initial Comment:
Replace the max_expires of the presence module with max_expires_subscribe and max_expires_publish.

This makes sense mostly because you want to keep subscriptions expirations high, to keep the traffic low, and publishes low, to prevent having stale data if someone's machine/client dies.
