There are more issues:

- bob is explicitely blocked by alice.

- alice removes bob from pres-rules.

- alice subscribes and receives "termianted" rejected.

- And in fact alice receives 2 NOTIFY's, both with same CSeq into the
same dialog, the first has:
    Subscription-State: terminated;reason=rejected
  and the seconds:
    Subscription-State: terminated;reason=   <--- wrong
  Both are exactly the same except the content of that header (and the
top Via as they are different transactions).
