Summary: More strict permissions for cfg dir

Initial Comment:
The main configuration files, and auxiliary configuration files (e.g. radius, ldap) might sensible information as usernames and passwords of users which might have high privileges; the configuration directory should be installed with permissions which deny the access to group and other.

The attached patch changes the installation permissions of cfg directory.
