if src_leg and dst_leg AVPs are not set, corresponding attributes are
still added to radius start accounting request:
Sip-Leg-Source = "n/a"
Sip-Leg-Destination = "n/a"
to me it would make more sense to save the trouble and leave the
attributes out.
